Cross border Dahua Hikvision monitoring video management software, video compression transmission?? Solution//Global IPLC service provider of Shigeng Communication

一、Overseas parks, construction sites, warehouses, and branch offices are increasingly adopting Hikvision, Dahua NVRs, and IPC. However, when the headquarters is in China, the most realistic contradiction is not whether the equipment can be connected, but whether cross-border bandwidth is expensive, links are unstable, equipment is scattered, and storage costs are high. If all cameras are allowed to transmit the original main stream back to China 24 hours a day, a single 1080P channel may occupy 4Mbps to 8Mbps, and a ten channel site can have several TB of monthly traffic, which is difficult to sustain commercially.

A more feasible solution is to retain high-quality main stream recordings locally overseas, and achieve remote viewing through sub streams, event streams, and on-demand streaming on domestic platforms, combined with domestic object storage for long-term archiving. This not only ensures the security of evidence collection, but also makes cross-border bandwidth and cloud storage costs controllable.

1. Access layer: Unified Hikvision and Dahua equipment using GB/T 28181

Overseas site devices are often located behind NAT, using dynamic public IP addresses, or even just regular broadband. At this point, it is not recommended for domestic platforms to proactively pull camera addresses one by one. A more secure approach is to deploy a lightweight access gateway at each overseas site or use NVRs that support GB/T 28181 for local aggregation.

Hikvision and Dahua devices generally support GB/T 28181, ONVIF, RTSP, as well as proprietary protocols such as Hikvision Ehome/ISUP and Dahua SDK. For cross brand and multi site projects, GB/T 28181 is a more mature choice. After overseas devices or NVRs actively register with domestic SIP servers, the platform can centrally manage channels, recording plans, pan tilt control, and alarm reporting.

The access layer recommends following three principles. Firstly, the site must use a local NVR to complete 24-hour recording of the main stream, and complete evidence can still be retained in the event of a cross-border link interruption. Secondly, domestic platforms only establish necessary signaling connections to avoid signaling storms caused by a large number of devices registering directly. Thirdly, if overseas sites do not have a fixed public IP address, they should prioritize using active registration, long connections, or vendor cloud connection capabilities to reduce public port exposure.

2. Compression layer: The main stream is kept locally, and the sub codes flow across borders

The core of cross-border transmission is not "the best picture quality", but to make the headquarters "visible, clear, and searchable" under limited bandwidth. The H.265+of Hikvision devices can significantly reduce the bitrate under the same subjective image quality, while Dahua's AI Coding intelligently recognizes key targets such as people and vehicles, and compresses the background area to a higher level.

In terms of stream strategy, it is recommended to use "main stream local, sub code back transmission". NVR locally saves 1080P or 4K main stream for event tracing and evidence retention; Domestic platforms use sub streams ranging from 512Kbps to 1Mbps for daily preview. When details need to be reviewed, short segments of the main stream can be temporarily pulled by on-demand streaming. Unwatched channels should be cut off in a timely manner to avoid ineffective use of cross-border bandwidth.

If the upstream bandwidth of the site is very tight, it is possible to further reduce frame rate, shorten GOP, turn off non essential audio streams, and enable ROI region encoding. Retaining more coding resources for key areas such as entrances and exits, loading and unloading areas, and equipment panels, while moderately compressing background areas, can save bandwidth without significantly affecting business judgment.

3. Transport layer: predictable channel from public network direct connection to weak network

Cross border public networks suffer from latency, jitter, and packet loss, and traditional RTSP/TCP long connections are prone to screen freezing in weak networks. For security video feedback, the transport layer should prioritize protocols with anti packet loss, retransmission, and jitter buffering capabilities.

The SRT protocol is suitable for unstable network environments such as cross-border, 4G/5G, Wi Fi, etc. It supports AES encryption and ARQ retransmission. If the platform supports QUIC, WebRTC, or reliable UDP based transmission, it can also be used for real-time preview. For key points such as core work areas, finance rooms, entrances and exits, SD-WAN, dedicated lines, or global acceleration nodes can be added to enhance link stability.

The transport layer should also be configured with keep alive, disconnect reconnection, and offline retransmission mechanisms. After the site network is restored, the platform should be able to automatically restore registration and upload missing event recordings. At the same time, the platform side needs to display real-time device online status, bitrate, latency, packet loss, and video integrity to facilitate operation and maintenance to quickly locate problems.

4. Domestic cloud storage: local forensics, cloud layered archiving

After the video returns to China, it is not recommended to write all overseas recordings as they are into high cost hot storage. A more secure architecture is dual backup of "local NVR+domestic object storage".

The local NVR is responsible for continuous recording and evidence collection, while the domestic video management platform writes object storage according to event, channel, and time strategies. Recent recordings can be stored on a standard storage layer for quick playback and retrieval; Videos that exceed a certain period will automatically be transferred to low-frequency storage or archival storage, reducing long-term costs.

For scenarios with high compliance requirements, it is also necessary to set data retention periods, access permissions, operation auditing, transmission encryption, and storage encryption. Important event recordings can be individually marked for long-term retention, while regular loop recordings are automatically cleared according to their lifecycle. This can not only meet the needs of auditing and evidence collection, but also avoid the linear increase of cloud storage costs over time.

5. Compliance boundary: Key evaluation required for overseas video transmission back to China

To transmit videos filmed overseas back to China, it is necessary to first confirm whether the overseas filming location allows for relevant collection and transmission activities, such as some countries having specific licensing requirements for commercial filming, video surveillance, and personal information collection.

Secondly, after overseas videos enter China, if they contain information such as employees, visitors, license plates, faces, etc., they should be managed according to the enterprise data classification and grading system, controlling access permissions, retention periods, and audit records. When dealing with highly sensitive scenarios, it is recommended to prioritize domestic storage, encrypted transmission, and minimize feedback strategies.

It should be noted that the return of overseas videos to China is usually not a typical scenario of "data export" on the Chinese side, but it does not mean that there is no compliance responsibility. Enterprises should still evaluate local laws, video content sensitivity, storage location, access subject, and retention period overseas, and avoid treating technical issues simply as network connectivity issues.

6. Recommended landing path

Small and medium-sized overseas sites can adopt a lightweight architecture of "Hikvision/Dahua NVR local recording+GB/T 28181 active registration+subcode backpropagation+domestic video management platform+object storage hierarchical backup". There are few modifications on the site side, and the domestic headquarters can obtain unified preview, alarm, and retrieval capabilities.

For projects with multiple sites, multiple brands, and significant differences in cross-border links, it is recommended to deploy lightweight access gateways at each overseas site to uniformly complete protocol adaptation, stream conversion, and breakpoint continuation; Domestic platforms centrally manage device trees, recording plans, cloud storage lifecycles, and API integration. This can keep the uncertainty of overseas networks at the edge as much as possible, while domestic platforms only accept structured and manageable video resources.

During implementation, the following items can be checked: overseas NVRs must enable local main stream recording; Priority should be given to using H.265/H.265/AI Coding and sub streams for cross-border backhaul; When there is no fixed public IP address, active registration or vendor cloud connection is used; Priority should be given to SRT, QUIC, or platform built weak network optimization channels for cross-border transmission; Domestic cloud storage adopts a layered strategy of standard layer, low-frequency layer, and archive layer; Important channel configuration event recording and alarm linkage; Open standard APIs on the platform side for easy access to work orders, access control, AI analysis, and video conferencing linkage in the future.

The value of this solution is that it does not pursue sending all videos back to China in their original form, but rather allows headquarters to "see, see clearly, search, and store them" when needed. Local NVR ensures forensic security, sub stream and event stream reduce cross-border bandwidth pressure, domestic object storage undertakes long-term archiving, and video management software integrates dispersed overseas sites into a unified video base that is operable and scalable.
